#1 OBS, INT, or TRAIN WRECK?
ASA Rules: Upon review of this film several times, I do not believe the pitcher had had opportunity to make an out (without tripping the runner), hence no Interference, either directly on on the deflected ball. I rule Obstruction on this play and award the runner 1st.

#2 Illegal Pitch?
The pitch is legal.
